Draper Mayor's Youth Council Application Term: July 2025- June 2026

The vision for the Draper Mayor's Youth Council (DCMYC) is to involve, educate and empower youth in their local government by providing opportunities to be a voice in their community as well as organizing and leading projects, participating in Draper City events and volunteering in our community.

All applicants and a parent/guardian must attend a mandatory 45 minute meeting at Draper City Hall on one of two dates: Wednesday, April 23, 2025 OR Thursday, May 1, 2025 from 6:15 - 7:00 PM. Applications for membership will be accepted from April 1 - May 2, 2025. The deadline for all applications is 5:00 PM on May 2. No applications will be accepted after the deadline. You will be notified of your status following a group interview with the mayor on May 13 or 16. You will be contacted and assigned a date and time for the interview.

Applicant Qualifications

  1. MUST be a resident of Draper City 
  2. MUST be in grades 9-12 during their membership (July - June)
  3. MUST maintain a GPA of 3.0 or higher - upload your last grade sheet (March) as prompted in the application
  4. MUST attend Wednesday night activities & City seasonal events (see DCMYC Calendar link at draperutah.gov/youthcouncil). 
  5. Must obtain a minimum of 16 calendar activity hours, 5 of 7 events, and present a service project, to be able to return the following year. 
  6. MUST be able to receive email, GroupMe Text Messages and Cell Text messages and promptly reply.

Returning Applicant Qualifications 

  • Must meet all applicant qualifications
  • Do NOT need to submit essay or letters of recommendation
  • Must have 16 calendar hours from the previous year, 5 of 7 events, and present a service project to be able to return.

Please list any and all activities you will be involved in during the school year. Include employment, sports, community, school and religious groups. List what nights they are held, the hours, and how it may affect your attendance and participation for meetings and events (late/leave early).


Personal Service Project

I understand that I will be required to complete a small group/personal service project (2 - 4 hours) each year. I understand that this service project will be a requirement for returning to the council the following year. Only one project is required (must be in a group of 2-5 people, not by yourself).

Code of Conduct, Attire/Personal Hygiene, Commitment, Expectations and Disclosure

Please read and sign by typing your name at the bottom of this application, along with your parent/guardian to accept these terms of participation in DCMYC. 

Code of Conduct

  1. Positive attitude, behavior, and respectful language to others. (Swearing, harassment, bullying is NOT allowed)
  2. Respect the environment and property. You are responsible for any damages.
  3. Know, understand, and follow federal, state, and local laws applicable to my age. (No use of tobacco, alcohol, illicit drugs, fireworks, or firearms.)
  4. Report any inappropriate conduct, or harassment of any kind by a youth or adult immediately to the highest city personnel, or authority present for investigation and evaluation.
  5. Refrain from engaging in any personal displays of affection or utilizing council member contact information for personal interaction without permission from the council member.

Attire/Personal Hygiene

  1. Every Youth Council Member must follow personal hygiene, and wear appropriate modest clothing (e.g. school dress code standard), representing the city and the community at all times for all Draper City and Youth Council Events.
  2. Items that bear advertising, bad language, promotions, and likeness of tobacco, e-cigarettes, alcohol, or drugs contrary to the Draper Youth Council goals will not be allowed.
  3. No personal items such as clothing, paraphernalia, jewelry, backpacks, gym bags, water bottles, etc., must be free of writing, pictures, or any other symbols/drawings/language that is crude, vulgar, profane, violent, gang-related, discriminatory, or sexually suggestive are not allowed.
  4. The Youth Council T-shirt must not be modified in any way (cut, adding images, words, etc.).

Commitment

  1. You must sign in and out of all activities in order to receive credit. Be on time for the entirety of the program.
  2. You must have a Gmail account and a cell phone to receive Email, Group Texts, and IM/Chat of events. If the email or cell phone number changes, please, notify Caroline Sagae right away so you do not miss any communication.
  3. You must participate in 5 of 7 city events: a. Kids Parade, b. Draper Days Thu-Fri-Sat, c. Haunted Trail, d. Arts Festival, e. Half Marathon, f. Tree Lighting, g. Easter Egg Hunt event, to be eligible to return the following year (they have to be included in the 16 hrs minimum). You must attend the whole shift (2-3 hrs) to get service hours. Any less is considered “no hours”.
  4. Please, you must text your committee leader or Caroline Sagae if you will not be able to attend an activity.
  5. If you have signed up for an event, but are a no-show , it will be marked in your records if no-one is notified before 24hrs.

Expectations

  1. Activity and Service hours are earned through participation in events listed on the DCMYC calendar only. Hours earned through outside organizations will not apply (Scouts, NHS, Youthlink, church, etc.)
  2. 12 calendar event hours are required to attend Legislative Day. Up to 36 youth council members can attend.
  3. 16 calendar event hours (attendance) plus service project are required to attend the Leadership Conference, and the Senior Award Night Dinner at the end of the year, and to return to the DCMYC the following year (not guaranteed). Priority is given according to the number of seats available and the previous year's dedication.
  4. If we have to limit the number of youths attending a special event (such as Legislative Day, Leadership Conference, etc.), those with the most DYC event hours and completed service projects will be selected first, with Senior High School council members having priority.
  5. You must serve on the Draper Youth Council for at least one year to be eligible to apply for an executive position the following year. The Youth Mayor and Pro-Tem serve for ONLY one year and must have served as an executive before. This will allow other qualified candidates to have this opportunity.
  6. Service projects must be two-four hours in groups of two to five members. You will be given up to two hours for attendance and two hours for participation based on your time for your end of year certificate. More than four hours will go toward service cords from school. 
  7. The DCMYC calendar runs from July – June.
  8. By December 31, you must have completed at least four city events and reached at least 12 hours. If you have less than 10 hours, you could be removed.
  9. If you are not able to meet the requirements above, you may be removed from the Draper Mayor’s Youth Council at any time.

*Please plan and organize your calendar appropriately. By December 31, you must have attended AT LEAST four City Events (You are required to attend five out of seven events by April) and have volunteered for at least 15 hrs.

  • I have reviewed the DCMYC Activity Calendar and I will add it to my schedule for the year.
  • I commit to attend meetings, events, and activities of DCMYC for one year- 80% of the time.
  • I understand that some events require eligibility to attend based on required participation, including State Legislative Day, Youth Leadership Conference, and End of Year Awards.
  • I realize the importance of teamwork, cooperation, respect, support, and a positive attitude.
  • I will attend at least five of the seven city events - even if I have completed the 16 hours.

Thank you for committing to serve on the Draper City Mayor’s Youth Council (DCMYC). We look forward to working together to fulfill the vision for the DCMYC of empowering, educating, and involving youth in their local government by providing opportunities to be a voice of their peers to elected officials at the local, county, state, and even national levels, as well as identify community needs, organize, support, participate, and lead service projects for Draper City. Please review the following expectations for success in serving on the DCMYC:

Leadership Behavior

I understand that my behavior should honor, respect, and be exemplary to the other members of DCMYC, Draper City, and our community. I understand that I am expected to obey every law governing our land and uphold the standards of good citizenship. I understand that I am expected to use respectful language and supportive conduct and comments with other council members, advisors, and community members. I understand that I am here to learn, practice, and utilize leadership skills and will work cooperatively and kindly with others.

Attendance

I understand that I am expected to attend and actively participate in all activities and keep myself aware of the DCMYC calendar events. I agree to organize my schedule beforehand according to the Draper City Youth Council calendar, so I can attend, be on time, and do my part to serve and participate. I understand that the hour requirements are needed to qualify for special events including State Legislative Day, Utah State Leadership or Local Conference, End of Year Dinner, and to receive positive references from advisors. If I am unable to attend an event, I will notify DCMYC leadership and advisors.

Communication

I understand that I am responsible for making sure my contact information is current and accurate and how I can be reached. As a youth council, I must take the initiative to communicate with others, and my parents/guardians should not communicate or sign up on my behalf for any activities. I understand that having my own email address and mobile phone is vital. I commit to being reached by email and texts, check them periodically, and respond to each promptly on the same day.

Transportation

I understand that I am responsible for my own transportation to and from all activities. When traveling to special DCMYC events, I understand I will use city transportation provided, and not my own vehicle as Draper City will not be responsible for any accident or issues “to” and “from” the event related to transportation. If receiving a ride from a parent, parents will pick up their youth no later than 10 minutes after the end of an event.

Photo Release

I understand that participants in DMYC are sometimes photographed and videotaped for use in public relations, historical, or educational purposes. I authorize Draper City to record and photograph my image and/or that of my child for use by DCMYC. I understand that these audio, video, film, and/or print images may be edited, duplicated, distributed, reproduced, broadcast, and or/re-formatted in any form and manner without payment of fees. Photos may be used for private social media and public viewing on Draper City’s website.

Youth Council Spotlight Information

I understand that during our regular meetings, our leadership will spotlight a youth council member for a minute or less (from the application spotlight information) so the entire council can get to know the members.


Agreement to Code of Conduct and Expectations

I have read and agreed to abide the Draper City Mayor’s Youth Council Code of Conduct, Attire/Personal Hygiene/ Commitments- Expectations and Disclosure. I understand that if I violate any part of this agreement, I will be removed from the Draper Youth Council and I will be responsible if I have caused any personal injury to others or other public safety concerns.
